Restrict PSS questions to admin only in GRC 10.1

Hi,

Can you advise of the way I can restrict the password self service questions to Admin defined only. We don't want users to set their own questions (user defined).

I've had a look at note 1600374 and it doesn't apply to our environment. I'm looking for a solution for Version 1100 (GRC 10.1)

Any ideas?
