Notification when F110 is executed

For auditing purposes, we would like an email notification sent each time F110 is executed either for a proposal run or a payment run.  I see a lot of things posted as to emailing advises to vendors, etc., but I am looking at how I could just send a simple email when the transaction is executed, creating a proposal or a payment.  SM20 doesn't really give use what we need - it only tells us that the transaction was started, and not necessarily that it was actually run.  Does anyone have any suggestions?
